    <title>Rick Noriega Releases Plan to Address Broken Health Care System</title>

&lt;p&gt;Dallas-Fort Worth, Tex. &amp;ndash; Rick Noriega released his plan today to address a failing health care system, calling for improved access, affordability and accountability to get rid of the waste, inefficiency, and bureaucracy that plague our current system. Noriega will be traveling to San Antonio, McAllen, Tyler, Corpus Christi and Houston to discuss his plan in the next few days.&lt;/p&gt;
&lt;p&gt;While John Cornyn &lt;strong&gt;&lt;a href="http://www.chron.com/disp/story.mpl/politics/5940196.html"&gt;told&lt;/a&gt;&lt;/strong&gt; the Greater Houston Pachyderm Club this week that Texas is a national model for improving access to health care, the fact is Texas has the highest rate of uninsured people in the nation. Lisa Falkenberg wrote in the &lt;strong&gt;&lt;em&gt;&lt;a href="http://www.chron.com/disp/story.mpl/metropolitan/falkenberg/5942610.html"&gt;Houston Chronicle&lt;/a&gt;&lt;/em&gt;&lt;/strong&gt;, "If Texas is a model, the crisis in this country is deeper than any of us realize."&lt;/p&gt;
&lt;p&gt;&amp;nbsp;"Families and businesses are feeling the strain of a health care system that costs too much, covers too few, and has all the wrong priorities," said Rick Noriega.&lt;/p&gt;
&lt;p&gt;Noriega offers a new approach. His plan is to free Texans from the waste, inefficiency, and bureaucracy that plague the current health care system by providing improved:&lt;/p&gt;

&lt;p&gt;Key to Noriega's plan is expanding coverage for children of working families. Rick Noriega has long been a champion for uninsured children - a leader and an innovator on this issue. In 1999, Noriega voted for the creation of the children's health insurance program, which provided health insurance coverage to more than 500,000 Texas children of working families. Just last year, Rick Noriega sponsored legislation that provided health insurance for an additional 165,000 children. Noriega's legislation eliminated the bureaucratic 90 day waiting lists, and allowed families to deduct child care costs while the state determined their eligibility for the plan.&lt;/p&gt;
&lt;p&gt;Despite Texas having the highest number of uninsured children in the nation, John Cornyn has voted against health insurance for children six times. &lt;p&gt;Noriega's plan will also create an insurance connector, driving down prices and forcing big health insurance companies to compete again, close the current "donut hole" in Medicare, making drugs more affordable for senior citizens and make health insurance more affordable by offering tax incentives to small businesses that provide their employees with insurance. Additionally, Noriega calls for a strategy for reducing expenses by developing a national electronic records system that will lessen the paper work and bureaucracy that currently plague the health care industry. &amp;nbsp;&lt;/p&gt;
&lt;p&gt;The &lt;em&gt;H&lt;strong&gt;&lt;a href="http://www.chron.com/disp/story.mpl/editorial/5944717.html"&gt;ouston Chronicle&lt;/a&gt;&lt;/strong&gt;&lt;/em&gt;&lt;strong&gt;&lt;a href="http://www.chron.com/disp/story.mpl/editorial/5944717.html"&gt; said in yesterday's editorial&lt;/a&gt;&lt;/strong&gt;: "If top elected officials continue to view a sick system as a role model and vote against expanded health insurance for our children, that change will be a long time coming."&lt;/p&gt;
&lt;p&gt;"Rick Noriega's plan is reasonable, responsible and practical for all Texans," said Martine Apodaca.     <title>Cornyn's Healthcare Plan: You Don't Like the Message? Shoot the Messenger</title>

&lt;p&gt;Houston, Tex. &amp;ndash; John Cornyn's campaign today put out a &lt;a href="http://trailblazersblog.dallasnews.com/archives/2008/08/us-sen-john-cornyn-rips-housto.html" target="_blank"&gt;&lt;strong&gt;release&lt;/strong&gt;&lt;/a&gt; blasting the &lt;strong&gt;&lt;em&gt;&lt;a href="http://www.chron.com/disp/story.mpl/editorial/5944717.html" target="_blank"&gt;Houston Chronicle&lt;/a&gt;&lt;/em&gt;&lt;/strong&gt; for giving Texans the real story about John Cornyn's do nothing health care record and encouraging readers to check out his so-called accomplishments on the issue. Since health care is a top priority for Texas families who struggle each day with skyrocketing costs, we couldn't agree more.&lt;/p&gt;
&lt;p&gt;But unfortunately for Texas families, when it comes to health care accomplishments, &lt;strong&gt;Cornyn's cupboard is bare&lt;/strong&gt;.&lt;/p&gt;

&lt;p&gt;"During his nearly 6 years in the Senate, Cornyn has offered zero solutions for the uninsured and has consistently blocked efforts to address one of the most important issues that Texas families face," said Apodaca. &lt;p&gt;While this time, Cornyn chose to blame the &lt;em&gt;Houston Chronicle&lt;/em&gt; for his failed record, he previously blamed national Democrats. In an interview with MSNBC, John Cornyn, despite the Republicans holding the majority, blamed Senate Democrats for stalling legislation on "health care, education, farms and families." [MSNBC, March 15, 2005, &lt;a href="http://www.msnbc.msn.com/id/7190458/"&gt;&lt;strong&gt;http://www.msnbc.msn.com/id/7190458/&lt;/strong&gt;&lt;/a&gt;]&lt;/p&gt;

&lt;p&gt;But Texans know who's really to blame. Earlier this summer, the Texas Medical Association unendorsed Cornyn for his deciding vote against granting an 18-month reprieve from the 10.6-percent Medicare physician payment cuts. According to the Texas Medical Association, 58 percent of Texas physicians would have no choice but to limit the number of new Medicare patients they treat. Cornyn was later shamed into changing his vote.&lt;/p&gt;

While Iraq is racking up budget surpluses from the skyrocketing cost of oil, the American people are continuing to pay for reconstruction efforts as well as unprecedented prices for gas and food.&amp;nbsp;&lt;/p&gt;

&lt;p&gt;''When the war began, we were promised that Iraqi oil revenue would pay for most of the reconstruction costs of the country. Five years later, the American people are still footing the bill.&lt;/p&gt;
&lt;p&gt;The New York Times reported yesterday that the Iraqis are sitting on billions while American taxpayers bear the burden of rebuilding their country. This is unacceptable, and what you get when your representatives in Washington vote against any kind of oversight or accountability. It is outrageous that U.S. taxpayers are still paying the bills while Iraqi government coffers swell because of $4 gas.&amp;nbsp; &lt;br /&gt;&lt;br /&gt;Even worse, a huge amount of Iraqi surplus money is sitting in a bank in New York collecting interest. It's about $10 billion dollars, and is expected to grow even more. But here's the kick in the gut. The deposit of Iraqi money at the Federal Reserve Bank is so large that U.S. taxpayers have paid $435.6 million in interest since last year!&lt;br /&gt;&lt;br /&gt;Some of these problems could have been avoided if Washington had demanded real accountability over Iraq. But Cornyn and the Bush administration have consistently opposed efforts to provide real oversight over Iraqi operations.&amp;nbsp; It is a slap in the face to our men and women in Iraq who are dying every day to ensure that the Iraqis can stand on their own feet, take responsibility, and rebuild their own country.&amp;nbsp; Now we learn that they've had the money, but we've still been paying the bills. While Texans pay record prices for gas and the war drags on, Cornyn repeatedly voted against any kind of oversight of Iraqi reconstruction efforts and consistently voted against efforts to create a Congressional Commission to investigate waste, fraud, and abuse.''&lt;/p&gt;
&lt;p&gt;This report should make every Texan angry. Our men and women have done their jobs, and they are fighting every day to help the Iraqis stand up and take responsibility for their own country. I am outraged that after all the lives that have been lost and the billions that we've spent that we're still paying the bills with blood, in taxes and at the pump. Cornyn voted against a conference report on the bill that provided $124.2 billion in fiscal 2007 emergency funding, it also set a goal for redeployment of troops in Iraq by the end of March 2008. If the president can not verify that the Iraq government is meeting benchmarks then the troops would redeploy by the end of 2007. Cornyn's vote to support the Medicare Improvements for Patients and Providers Act of 2008 came just weeks after originally voting to block the bill and on the heels of a similar vote switch on the GI Bill. &lt;br /&gt;&lt;br /&gt;"Texans deserve a Senator who is a straight shooter and tells Texas families where he stands on skyrocketing health care coasts, soaring gas prices and rising tuition rate. While Texans have worked hard to meet the challenge of higher gas prices, increasing tuition costs, and devastating summer disasters, Cornyn has failed them in Washington.&lt;br /&gt;&lt;br /&gt;Key Texas Provisions in the Bill:&lt;/p&gt;

&lt;li&gt;An expansion of the child tax credit for Texas families. Nearly 345,000 new Texas children would have been eligible for the child tax credit, and nearly 1.2 million would have received an expanded tax credit providing much needed tax relief in the midst of an economic downturn.&lt;/li&gt;
&lt;/ul&gt;
&lt;ul&gt;
&lt;li&gt;Tax incentives for wind energy and renewable energy producers. The bill contained $18 billion in renewable energy incentives that would have helped lessen our dependence on foreign oil and created Texas jobs.&lt;/li&gt;

&lt;ul&gt;
&lt;li&gt;Extension of research and development tax credit, which helps Texas businesses innovate. Texas is one of two states with the most companies utilizing this provision.&lt;/li&gt;

&lt;li&gt;Disaster Relief for the victims of Hurricane Dolly and rampant wildfires.&lt;/li&gt;

&lt;p style="text-align: left;"&gt;"Cornyn has once again chosen to blindly follow national Republicans, even as it comes at the expense of Texas families." said Noriega spokesman Martine Apodaca "Partisanship has a price, and unfortunately for Texas families, Cornyn's spineless obedience to party bosses means they'll miss out on expanded child tax credits, and disaster relief. Now is not the time for partisanship. Most Republicans, including the president, support increasing Medicare payments to doctors.&lt;br /&gt;&lt;br /&gt;The pay cut was scheduled to take effect July 1, but the administration on Monday announced that the government will hold off processing doctor claims until July 15 to give Congress more time to reach a deal blocking the reductions.&lt;br /&gt;&lt;br /&gt;The Senate vote has made for an easy talking point for Democrats and doctors. In the AMA ads, a narrator charges: &amp;quot;A group of U.S. senators voted to protect the powerful insurance companies at the expense of Medicare patients&amp;#39; access to doctors.&amp;quot;&lt;br /&gt;&lt;br /&gt;The ads name GOP Sens. John Cornyn and Kay Bailey Hutchison of Texas; John E. Sununu of New Hampshire; John Barrasso and Michael B. Enzi of Wyoming; Bob Corker and Lamar Alexander of Tennessee; Roger Wicker and Thad Cochran of Mississippi; and Arlen Specter of Pennsylvania.&lt;br /&gt;&lt;br /&gt;Alexander, Cornyn, Sununu, Barrasso, Enzi, Cochran and Wicker all face elections this year. Sununu and Wicker are seen by Democrats as particularly vulnerable.&lt;br /&gt;&lt;br /&gt;An AMA spokeswoman would not say what the association is paying to run the ads, but called the buy &amp;quot;significant.&amp;quot;&lt;br /&gt;&lt;br /&gt;Many of the AMA&amp;#39;s targets are facing heat from their election opponents, as well. In Texas, the Texas Medical Association revoked its endorsement of Cornyn&amp;#39;s re-election because of his vote on the bill. His opponent, state Rep. Rick Noriega, is promising &amp;quot;to make health care accessible and affordable every day as the next U.S. Senator from Texas,&amp;quot; said his spokeswoman, Holly Shulman.&lt;br /&gt;&lt;br /&gt;In Mississippi, Wicker&amp;#39;s opponent, former Gov. Ronnie Musgrove, &amp;quot;is talking about [the Medicare vote] at all of his stops and all his events,&amp;quot; said his spokesman, Adam Bozzi.&lt;br /&gt;&lt;br /&gt;&amp;quot;We have heard tremendous feedback from both doctors and regular people &amp;ndash; families and seniors &amp;ndash; but especially doctors, who are just outraged at this vote,&amp;quot; Bozzi said.&lt;br /&gt;&lt;br /&gt;The targeted Republicans have differing explanations for their votes.&lt;br /&gt;Doctors&amp;#39; Lobby Targets GOP Senators Over Medicare Vote&lt;br /&gt;&lt;br /&gt;Cornyn&amp;#39;s campaign spokesman, Kevin McLaughlin, said that Cornyn wants to permanently fix the Medicare formula that has led to a number of scheduled reductions in physician fees in recent years.&lt;br /&gt;&lt;br /&gt;&amp;quot;Senator Cornyn remains committed to finding a long-term solution to this problem. These short term patches are not in the best interest of anyone,&amp;quot; McLaughlin said.&lt;br /&gt;&lt;br /&gt;He noted that only four months ago, the Texas Medical Association issued a statement applauding Cornyn for a bill he introduced that would overhaul the way doctors are reimbursed by Medicare.&lt;br /&gt;&lt;br /&gt;Specter&amp;#39;s explanation for his vote has been more complicated. Last week, he said that he voted against the bill &amp;mdash; despite supporting a nearly identical measure earlier in June &amp;mdash; because he didn&amp;#39;t like the procedure Democrats used to bring it to the Senate floor.&lt;br /&gt;&lt;br /&gt;But the newspaper Politico reported Tuesday that Specter voted no after a meeting with White House officials where he sought assurances that they would work to increase Medicare reimbursements for oncologists. Specter has Hodgkin&amp;#39;s disease, a form of lymphoma. He denied a &amp;quot;quid pro quo&amp;quot; with the White House in an interview with the paper. Specter&amp;#39;s office did not respond to questions about the article.&lt;br /&gt;&lt;br /&gt;On Saturday, Specter sent a letter to the White House suggesting that President Bush order Congress back into session &amp;mdash; a power available to him under the Constitution &amp;mdash; specifically to reach a deal on the Medicare bill.&lt;br /&gt;&lt;br /&gt;&amp;quot;This is too important to the country to have this procedural morass affect medical care for our seniors,&amp;quot; he wrote.</description>
